SVTStolen Vehicle Tracking

Auto-Theft Response Platform

From the BOLO to the prosecution packet.

A stolen vehicle usually gets worked by four different systems and none of them talk. SVT holds the whole case in one record — intake, telematics, recovery, and the referral your State’s Attorney actually receives.

The gap

The vehicle gets recovered. The case doesn’t get made.

Recovery is the easy half. The hard half is that the plate read sits in the LPR vendor’s portal, the manufacturer’s telematics desk is a phone number nobody wrote down, the neighboring agency is working the same ring without knowing it, and by the time a narrative is drafted the elements a prosecutor needs are scattered across three inboxes. SVT closes that gap by keeping one record from report to outcome.

01

Nothing is re-keyed

Records enter once — in bulk or one at a time — and move through an activation queue. The record that starts as a theft report is the same record that becomes the packet.

02

The task force sees itself

The ATR queue groups packets by entering agency, and deconfliction runs inside the workflow instead of over the phone after the fact.

03

The prosecutor is the audience

The workflow ends where the case actually ends: a submission the State’s Attorney reviews, and a recorded outcome you can report on.

Capabilities

What SVT does

INTAKE

Bulk upload & activation queue

Load stolen-vehicle records in bulk or enter them individually. New entries land in an activation queue so nothing goes live unreviewed.

CONTACTS

Manufacturer telematics directory

A maintained directory of manufacturer and contact information, so the request for connected-vehicle assistance starts immediately instead of after an hour of switchboard.

MAP

Mapped activity

Records, hits, and recovery activity on one map, with device-GPS centering for the officer working in the field.

HOTLIST

ALPR hotlist sync & hit ingest

Push plates to the hotlist your agency already runs and receive hits back into the case record. Your agency stays the owner and controller of its own LPR account.

DOCS

Warrant & document generation

Generate the supporting documents off the record you already built, rather than retyping vehicle and subject details into a template.

REPORTING

Dashboard, reports & audit log

Records log, category breakdowns, exportable reporting, and an audit trail of actions taken on every record.

ODIN Engine

Where the plate has been. Where it is going.

ODIN is the analytic core behind SVT. It reconstructs a plate’s path from the reads your agency already has, projects where the vehicle is likely to surface next, and turns that projection into intercept routing an officer can actually drive.

✓Path reconstructionAssembles scattered reads into an ordered movement history for the plate.
✓Predictive intercept routingProjects the likely path forward and returns routing toward an intercept point, not just a heat map.
✓Evidence attached to the caseReads, reconstructions, and analyses attach to the plate’s case record and are versioned, so an analysis can be reviewed later as it stood.
✓Access is scoped per caseODIN case endpoints check access against the record before returning anything — a plate you have no case for returns nothing.

Auto-Theft Response

The packet workflow

ATR is the part most systems leave to a Word document. In SVT it is a tracked pipeline with defined stages, so a packet cannot quietly stall between the officer and the prosecutor.

Open the packet

A packet is created against the vehicle record — the facts already in the system carry forward.

Draft the narrative

Build the narrative on the record rather than beside it, so what the prosecutor reads matches what was logged.

Deconflict

Check the packet against other agencies’ work before it advances, not after two units have run the same subject.

Review & coach

A review pass flags what is thin while it can still be fixed — the gap that gets packets declined.

Submit to the State’s Attorney

The packet advances into prosecutor review as a document, with its stage tracked in the queue.

Record the outcome

The disposition is written back to the case, closing the loop and feeding the unit’s reporting.

Access & posture

Restricted by default

No public sign-up

Accounts are issued and approved through the Omega Point identity service. Access is limited to sworn law enforcement and authorized task force personnel; there is no self-serve tier.

Scoped, session-gated, logged

Case endpoints verify access per record, sessions gate the application, and record actions are written to an audit log.

Your LPR account stays yours

SVT works against the LPR capability your agency already licenses. The agency remains the data owner and controller — SVT does not resell or pool another agency’s reads.

Honest compliance language

SVT is architected for sensitive law enforcement data, but no CJIS certification is claimed. CJIS authorization for any deployment is determined by your state CJIS Systems Agency.
